First of all, it’s a “gender neutral” bath room. How can they charge him for looking?
Second, it seems more of this is happening now that the federal government, and Target, have announced that it’s okay to be whatever gender you want to be at any time.

They can't prosecute him. he'll use the Hillary Defence and say (1)he didn't know it was against the law and (2) he didn't intend to break the law. He does that and he's home free.
