But it was not the suspect who fired. Police say he had come across another man and attempted to rob him.
Turns out, the intended victim had a license to carry and pulled out his own gun.
Philadelphia police Captain Drew Techner said, "This male pulled out his own weapon and fired what we believe to be three shots."
The suspect was hit multiple times and taken to the hospital in critical condition.
While he was in surgery, detectives were out on the scene collecting evidence.
Ward Chairman Steve Jones wants to send the message that the violence needs to stop.
He said, "If there's something that you need, there are programs out here. You can go out and look for programs. Stop trying to get lucky. Because sometimes you get unlucky."

Gun owners need to get their carry permit.
They need to get trained, and continue to train.
They need to carry.
They need to be responsible.
When our numbers have grown enough bad-people will understand that the odds of them being ‘unlucky’ are just to high.
IMO, this is the only answer.
By all means, conceal your weapon or you will probably never get a chance use it. If this perp had known his target was carrying, he would have probably shot him in the back, took the weapon and wallet off the dead body, and fled the scene.

why in the hell does any American need a CCW in order to protect themselves against the out of control numbers of criminals in this country? No CCW in such an incident so the victim gets slammed to the ground, cuffed and then goes to jail too, only to face a judge for weapons charges for saving their own life? STATE”S RIGHTS! Why is it that the second amendment is the only Constitutional Right that the courts allow individual STATES to destroy? Have they done that with any of the other 9 amendments and gotten away with it? I know the federal government has crapped on the 10 amendments of our constitution but the courts as a rule have not allowed states to the same, except for the second amendment. Please enlighten me if I am mistaken about this.
