Issue is market access. Post the money in escrow, then hammer the EU on the remaining points. Good negotiators will keep the 20 billion pound figure in mind and negotiate accordingly. The UK can come out way ahead on this one.

1.Did Britain lawfully incur the charges?
2.$20 billion seems a small price to get your freedom back if they did incur the charges.
Sounds like a back charge for everyone due to some EU really lousy financial practices...:^)
The now 27-member bloc has been pushing through a mountain of bills unpaid for years, which now amounts to more than 200 billion (£170billion) and it is alleged that the British share is around 25 billion euros (£20billion).
