I agree that ads might not save (or even help) a weak candidate, but I believe they can greatly assist a strong candidate in getting his message out in a concise and sober way, especially in this corrupt, rigged Media environment of 24/7/365 anti-Trump hate.
If Donald Trump doesn't spend max money on TV ads, he's needlessly handicapping himself, and I don't think he'd be so foolish as to discard a method of campaigning which is one of the few domains in which we can engage the Enemy on equal ground.
What I mean is that Trump can spend as much money on TV ads as the Enemy can, and they're going to be seen. The Marketplace of Ideas has to be saturated (or at least well-employed) by Donald Trump. To do otherwise is to wantonly cede dominion.
