You can own all mineral rights (includes water and timber) if it is an old, legally purchased, patented mining claim, as my property is.
Have to be careful with water in the West. Lot’s of legal stuff but as a general guideline you are right. I own 12 acre feet of water from a ditch system off the Truckee River. Use it or lose it. Worth a ton of money. Lease it every year for some ammo money.

No idea what you are talking about. I own the mineral rights to MANY pieces of family property all over Texas, and my family has collected money from them for several generations.
No idea what the law is like in Australia, but it would seem strange if someone where allowed to come onto your land and pick up anything they wished and claim it whether you had the mineral rights or not.
I bought it predominantly for recreation and potential retirement. Being a geologist though, I will spend plenty of time poking around for shiny stuff or its indicators. There’s water and trees on it, gobs of game and I think an easy well drill when I need that.
One of the positives I considered in buying it was that the area should be on the upswing of a rainfall cycle that will take it to upwards of 24-26 inches a year over the next 25-35 years. This year seemed to validate that and it was a good winter.
We have rights on some land in VA that reverted to us after 100 years (1895-1995), Pretty cool since its over the southern edge of the Marcellus.

Yep the specimen value is greater than the gold value, often by far.
If one owns the mineral rights they can do exactly as you said. Come on the property and access the minerals. It helps if you are polite but permission for access is not required. Ask the farmers in North Dakota that sold the mineral rights on the farm decades ago and woke up one morning to a dozer preparing a rig pad on their property.
