Yes it is. It is done to assess general muscle strength of the hands, often done in vascular and MS patients as a test of muscle weakness. If you suspect a transient ischemic attack which may go to stroke, it's a rough test to see a. strength and b. compare the strength to the other side. Also a general strength test used commonly to assess MS patients on a daily basis to monitor their current status.
