Modern police flashlights (including the penlight the agent is carrying) now have a crenelated strike bezel that can be used to thrust into the throat or face of a event participant who gets too close without causing severe injury. Here is a link to some images:

I have also read of this bezel being called a “DNA catcher.” This is because, if a suspect’s skin is raked by it in the course of a struggle, their DNA is definitely going to be left behind (in the form of blood and tissue) .

The way the agent is carrying it is consistent with being poised to thrust it powerfully into someone’s face or throat should they dare to approach Her Awesomeness without appropriate permission.
