I read the apartment was a wedding gift from Hillary and Bill. Also, Chelsea gets $1M.year for her *work* at the Clinton foundation. From the few other billionaires I’ve known, it is not unusual to get new, expensive cars, property and cash for gifts throughout the year. Spouses without means can receive 6 bespoke suits, for example. Wouldn’t want them to embarrass the family.
Oh, and don’t forget that at 21, most get BOD positions paying $50,000-$100,000 a year each and requiring 2-4 meetings a year.
When they receive their trust funds,they set up their own charitable foundations. They then solicit donations for it. It gives them something to do, they pay themselves a salary, write off trips and reward their friends who might be less fortunate.
Younger ones hook up with those like themselves, pick some country they like, import something, usually a craft item made by women, set up pop-up shops. If it makes money, great. If not, they can always use the write-off and the vacations there are a business expense. It keeps them off the street.
