Maybe you meant three 2-year terms. In any case these changes would require a constitutional amendment, as happened with the 22nd Amendment that term-limited the presidency. The new amendment would have to be proposed by Congress, who are unlikely to term-limit themselves, or by a constitutional convention called by the legislatures of at least 34 states.
In the case of Congress proposing the amendment, you would need a 2/3 vote in both houses.
The president does not have a constitutional role in the amendment process.

Paul Ryan's statement today---I would like Trump to tell him he will be replaced for his wishy-washy-to-non-existent support of Trump. And to Hillary and Obama I would like Trump to say, your days are numbered and you better get your pardons ready, because we're coming after you with the evidence LL refused to act on. Trump should hire J. Christian Adams to oversee the cleanup of the corrupt Department of Justice, where Adams used to work. De-politicizing the DOJ and IRS will be tricky jobs, but those swamps must be drained.
Also, Nigel Farage has expressed an interest in being the U.S. ambassador to the European Union. The position would not require that Farage be a U.S. citizen. Farage would be the perfect person for the job, and Trump already knows and respects him. He spoke at at least one Trump rally. Hire him.
