8 U.S. Code § 1182 - Inadmissible aliens

(f) Suspension of entry or imposition of restrictions by President

Whenever the President finds that the entry of any aliens or of any class of aliens into the United States would be detrimental to the interests of the United States, he may by proclamation, and for such period as he shall deem necessary, suspend the entry of all aliens or any class of aliens as immigrants or nonimmigrants, or impose on the entry of aliens any restrictions he may deem to be appropriate.

so last year states couldn’t tell Obama that he couldn’t dump refugees in their backyards, but now states can tell Trump he must allow refugees in??

Well not so lying lawyer. The Department of Homeland Security in their public statement said - the main points:

"President Trump’s Executive Orders remain in place—prohibited travel will remain prohibited, and the U.S. government retains its right to revoke visas at any time if required for national security or public safety. President Trump’s Executive Order affects a minor portion of international travelers, and is a first step towards reestablishing control over America's borders and national security. " ...

And

"The Department of Homeland Security will faithfully execute the immigration laws, and we will treat all of those we encounter humanely and with professionalism. No foreign national in a foreign land, without ties to the United States, has any unfettered right to demand entry into the United States or to demand immigration benefits in the United States. "

exactly.

This judge regardless of who appointed him is way out of order. the law clearly states that the President has the authority to do this, and there was never a problem when obama did this. Yet again we see selective, fake outrage
