Idiot tourists in Hongcouver, looks like. A sea lion is basically a bear in a wetsuit, and this has happened before to other morons feeding them in a harbor.
On the water near Juneau we witnessed a pod of Orcas make a meal out of a large bull sea lion - it was not pretty.
