I vote for “completely under the thumb of the Elites”. They knew that high-level people wanted Seth dead, and that working on the case would be bad for careers (if not bad for continued breathing).

Bar owner was brought to the white house and told to make a call if/when Seth was spotted.
Bar owner makes call.
LEO hit men follow Seth out of the bar and shoot him in the back.
Seth survives.
LEO hit squad find out.
LEO hit squad swarm the local hospital and interfere with ICU care procedures causing Seth’s death.
DC Mayor and Attorney General cover up the political murder.
Now the truth is coming out.

You only missed the part where between 1:30am and 4:20am Seth was disappeared while they questioned him to reveal who his contacts were and scan his laptop, everything else you had was spot on.
