We are totally speculating without facts. I don’t think we know which ER received him. There is the anonymous Reddit post from someone claiming to be a 4th year surgical resident at Washington Hospital Center, and that person claims to have treated Seth Rich. So, no, I don’t think we can assume he went to Howard University even if that was closest. I’m not assuming the Reddit poster is legit either, I thought that note seemed a bit sketchy and not likely to have been written by a real surgeon.... but who knows at this point? As for an ICU, I suspect that any sizable urban hospital has an ICU — I know I’ve been in quite a few of them in other metro areas due to many family medical issues through the years. The Howard University Hospital does appear to be a “Level I Trauma Center” which is usually the foremost criterion for sending critically injured patients.... but we don’t know where he was taken (or at least I have not seen anything definitive on the subject). Assumption means nothing except speculation.

DC appears to have several different ambulance services, which may further complicate the question. They don’t all necessarily use the same hospitals at the same frequency. It is not automatic to go to the very closest (at least not in other areas I am familiar with) — for instance I once was witness to a family member’s critical emergency and the ambulance took her to a hospital 3 miles away rather than another one 2 miles away. And I mentioned the situation of a friend who is an urban ER doc in a major, famous hospital; yet, she says that ambulances are often directed to a larger hospital a couple of miles away even when her hospital is closer.
