What did it cost to set up the solar collection-to-delivery system? What did it cost the taxpayer? Can it continue to deliver without taxpayer money?

This is exactly right. I have a colleague who lives in California and basically the state (taxpayers) paid her to install solar panels on her house. She is now generating most of the electricity usage in her home courtesy of the California taxpayer.

The state is also paying for her to lease an electric vehicle, which she gets for almost free and charges for free at state-subsidized charging stations.

There is no way she would have done this without the very heavy subsidies.

And only the more affluent citizens do this because there is some up-front cost (not nearly what the actual cost is of course and this cost is quickly recovered from the "free" energy provided.) So California is actually subsidizing the more wealthy residents with what amounts to free energy.

Can you tell me where I can get solar for free? Please? They all want to sell or lease an outrageously expensive system to me for around $268 a month and put a lien on our mortgage free home. Please tell me where I can get that free solar. I’ve looked everywhere and can’t find it.
