There are syringes that hold 20 mL (same as 20 ccs). So I believe the article is correct.

Which are uncommon on the street unless you've got somebody working in a hospital stealing them for you. Most user's works are insulin syringes or small volume (~3ml) syringes.

I use 20ml syringes every day at work and IMHO they would be impractical at best on the street.
