The problem I see with this is that Electromagnetic waves continue to expand even if transmitted from high gain antennas so that by the time they reach earth from even only 4 light years away, I don’t think we have equipment sensitive enough to detect them. If I am wrong, clue me in.

The Arecibo Observatory dish cannot move.
It is essentially “glued” on to one small spot on the Earth.
When the Earth moves (rotates, revolves, precession, wobbles), the telescope moves.
