FWIW, during WWII, London broadcast cryptic radio messages to the resistance in Nazi occupied France. This served two purposes: to keep the enemy busy trying to decipher fake messages which actually meant nothing and to relay actual information to the resistance with messages only they could decipher.
In the original Red Dawn movie this popped up in one scene as our heroes listened to the radio: “...we have a message for the people in the occupied zone. The chair is against the wall and John has a long mustache”
That’s all I can say about it. Now back to your regularly scheduled program.
Check your Caller ID history on your landline phone. I’ll bet you got a call and it echoed the Caller ID to your TV, despite what you said about them being separate.
This seen on my set as well. Certainly deserving of my full attention. The ad was for USO organization along with the url to contact.

Why it was felt to present it in this way over the airwaves is still puzzling. When the URL was seen on screen, it was memorized for an occasion such as this.

You could be getting text messages sent out that are not intended for you.
Since it was not on the screen when you rewound the TVR, it was probably sent thru the landline or WiFi connection..............
Start videoing your TV screen with your smartphone. Then you can pause on the message.
This is like the “subliminal advertising” rumor of the 1950’s that movie patrons were feeling a sudden urge to go to the lobby & buy snacks. They believed a single frame with the words “Buy Popcorn” had flashed on the silver screen for an instant.
Technology is worlds improved since then. Just sayin’.
