People in his position should receive necessary care, treatment and shelter, but they should not be allowed to clog the system with torts. I know very little about the law in a formal sense, but that is my impression. Have I overlooked anything?

But I suspect this one will be thrown out by a judge who rules it frivolous.
This is like a murderer suing the papers because they said he was a ruthless, despicable, inhumane killer. The convicted murderer claims that's not true. "I'm humane, Your Honor. I only shot the lady 3 times."
