I think they knew that Oswald had mental issues, so they wanted that chance of him getting killed so that someone could take care of their dirty work for them, and making sure an insanity plea wouldn’t Dave him from death. At least what Oswald’s own wife said about him pointing an unloaded rifle at himself and dry firing it was right, something was not right in his head.
Ruby was friendly with cops and had some kind of pass to get him into police headquarters where the general public would not be allowed, if I recall correctly. He wouldn’t have been considered a security risk.
This was 1963, and this was Dallas Texas. The good old boys in the DPD let their village idiot friend Jack Ruby come and go in the DPD as he had been doing for years. Ruby always carried a hand gun because of his seedy strip club business. The DPD wasn’t concerned, lots of men carried hand guns all over the place. This was Texas 54 years ago, DUHH!!!!
Hoover was absolutely right for criticizing the DPD, they were IDIOTS for how they handled security when moving Oswald. Of course, the DPD afterwards tried to cover up their negligence and incompetence.
