I don't know what happened with all the "3 strikes" laws but there certainly should be some rapidly escalating penalties for people who are convicted of more than a few crimes.... i.e., once someone proves to be a serial offender who never does "get it together" it should be more feasible to put them away for longer and longer prison terms. The idea that these thugs should go back out on the streets after dozens and dozens of crimes is simply outrageous.

I don't know what happened with all the "3 strikes" laws...It could be the case that the 160+ arrests resulted in fewer than 3 convictions per person.
