Q is referring to Edward Snowden. Q is implying that there’s a lot more to Snowden than him being a leaker.

No. This was a message to Snowden, who was a VERY good friend of Barlow (his mentor).
He called Snowden "Mr.Contractor" because he was CIA "contracted" to NSA, who subsequently dropped dime on the NSA's programs in order to take down the NSA at the behest of the CIA (Brennan).
I thought everybody knew this.
