They will. From what I've heard, this was common practice at one time in Islam. Muslim women were supposed to be hooded, cloaked, and inviolate (and escorted to make sure they remained so).
OTOH, dimmi women were mere slaves to be used by muslim men. They went topless to reflect their status in the muslim world.
