Ahh, but you aren't the agency being measured by the stats. You aren't supposed to be able to peek behind the "trusted government report."
FBI has been cooking the books for decades, too. All to support the various narratives.
The Promise Program was a known sham from the start, to anybody who bothered to look at it with an honest mind.
