Whatever new word is used to replace "retarded," that new word, too, will eventually also be considered pejorative.

It's a never-ending struggle and thus ultimately pointless.

When my daughter was little some female acquaintance of my wife's remarked that she was a "special" child, meaning exceptionally charming. My six year old daughter's reaction was to break out in tears, crying, "I'm not retarded."
