There is no such document in the record and our politicians have no wish to uncover their negligence.

Their only possible defense is that they regarded Hillary - who was the most likely replacement upon his disqualification - as the greater threat to national security.

Unfortunately.the system accepted obama and legitimized his presidency.

Agree with you that his presidential acts are irreversible without proper legislation. Have often wondered, however, what remedy was available in the event Congress had certified Micky Mouse; based on the record, they are both patently disqualified.

Both he and our Congress are liable, although the damage calculation would be difficult. In his case, it would be nice if he was held liable for monies and other values received. (The odds of this happening are very slim. See new Wash, DC Marion Barry statute partially funded with taxpayer monies.)
