Reserves belong to the DOD directly. National Guard belong to the state governor unless activated by the congress. Would have to check War powers act to see if Pres can activate NG without congress.
That was part of Trump EO - put NG directly under Mattis so rogue governors can’t impede the Storm
The Prez can “federalize” the NG. The state guv’s can do nothing about it.
