All of the US Forces answer to the President as CIC. Some forces are key in the black op deals. SoCom-All the Naval Specops teams, the D-Boys (Delta Force), 160th Special Ops Aviation Regiment (very talented and crazy group of Army pilots. MARSOC (Marine Spec Ops).
Conventional ops within the US short of martial law, the USMC can provide task organized units MAGTFs for civil unrest. Was part of one that wasn’t deployed during the Rodney King unrest. Never deployed but got about a week of tearing up the airspace in the LA basin without restrictions as part of the air planning process.

Post martial law would probably bring in the US Army which is always a bad deal as they have the heavy assets and the biggest footprint. Screwing with the Army is a poor idea. Army Mission:The U.S. Army’s mission is to fight and win our Nation’s wars by providing prompt, sustained land dominance across the full range of military operations and spectrum of conflict in support of combatant commanders. Would hate to see the USA deployed here at home. Same with the founders.

If there is some resistance in the USAF, I wouldn’t expect it to last. No time for that kind of .... now.
