Rare Earth elements are not at all rare. The author fails on that assumption without even bothering to simply check.
This is from the first sentence of the Wikipedia article, Despite their name, rare-earth elements are with the exception of the radioactive promethium relatively plentiful in Earth’s crust, with cerium being the 25th most abundant element at 68 parts per million, or more abundant than copper.

In southern Alaska there is an island that has a bonanza of rare earths. Unfortunately, the government of that State and its myriad environmentalists have done little to stimulate its production despite efforts of the Pentagon for it to do so.
Palladium is not as rare as gold, but it has many important industrial uses. It has not been mined for nearly as long as gold, so it is in demand and the price is high. But on the surface of the earth there is more palladium than gold.
I suspect the same with rare earth.
