Some folks will hang out at Starbucks for the free wifi . They’ll nurse a cup of coffee for hours for the privilege. Some just sit in their car and do it.

Lately, though, for free wifi, their login screen fequires a name and address. Before, you could just accept the terms and dive in.

Maybe these two were just websurfing and occupying seats normally taken by paying customers (however marginally) doing the same. Maybe not. But if they just sat there and bought nothing in a commercial space, that’s loitering and most cities have laws against that.
