Owner didn’t have vicious dogs under control. He or she should be held responsible.
My vet of twenty five years believes, the personality type of those who have pits creates a perfect storm of violence, as the owners are usually anti social and the dogs are as well.

Irony! The “vicious” trait is what makes them uncontrollable — they are bred to be vicious.
The owner is their landlord.
If that was my baby, I’d take those dogs on vacation. A National Lampoon Vacation!
Both dogs should have been put down and the owner charged with reckless endangerment—or whatever appropriate.
The little boy will forever be disfigured for the selfishness and stupidity of yet another pitbull owner.
