I read that it was due to launch date availability and the rocket having enough power to compensate for the high inclination orbit.

Wrong. Clementine was launched to the Moon from Vandy in January, 1994.

Since this launch was made from California, I’m wondering if Governor Moonbeam is requiring NASA to get MARS drilling permits. I understand that protesters were complaining about possible MARS contamination issues.
