Yep, unless there was a plan from the start (and this is plauible) under Trump and Sessions direction that a SC be appointed. I am of a mind that Mueller ws originally a Trump creation. Like Frankenstein's monster, it got out of hand.
At this point, the "usual correction mechanisms" are not in play. When the guy at the top (Rosenstein for my thought purposes here) is complicit or incompetent, the enterprise is screwed. Nobody in the usual chain of command above to correct the malfunction.
My own theory is that Gowdy will be the prosecutor at the military tribunals.
