Is it unusual for a Guard officer to have 11 years and still be a 1st LT?

Might have gone to OCS after 7 or 8 years enlisted.

He may have started out as enlisted. That is how I started. I left the Guard as a 1st Lt after 11 years.

He could be a Mustang (prior enlisted).

I was an 0-2 with 14 years service. 11 as an 19k/19d then I finished my degree. Guess what? Now you go to OCS as a “mustang”. I was a 38 year old CPT. We are out there....and our golfing buddies are 0-6s. If I had to do it again, I would have gone warrant officer.
