They shared communications between each other about the movement of ICE and the border patrol so they could move their operations with ease and not get caught. They were also getting up-to-date information on all of the details of any investigations at DoJ and guidance of how to overcome, dismiss or win those investigations. They also used the gmail drafts to facilitate the transfer of funds, to plan meetings, communicate about the Muslim brotherhood and for stand down orders (Benghazi??). The Gmail communications were cross coordinated with UK intelligence assets - MI6, and also used to facilitate the payments for foreign actors (Christopher Steele, etc?) They would also communicate with AID organizations (Red Cross?) who helped them with illegal operations. Nellie Ohr had a big role here because a HAM radio was also used and she was the one with the Ham radio. So Nellie was right in the middle of facilitating the communications within the Dark State. She was a key player.
