The customer pays for everything. It's axiomatic.

If the airline is reimbursed for the loss, it'd come from insurance. The airline and insurer might get some money from the airport operator, on the argument that they are responsible for security.

Point being, do the good guys steal private property worth millions, and inconvenience thousands of people who are traveling, in order to create a diversion as part of a planned strike on an enemy within our borders? I would hope not. Even if it’s covered by insurance, that insurance company would rather not be out millions.
