Comms probably extended across the border to those nice choir boys in the Drug Cartels to help them understand when to move and when to lay low, could also mean Border Patrol comms have been compromised and relayed to them to coordinate movement of “goods” and soft points along the way. In the case of another poster, private networks can be setup using the same bands as HAM radio and hand held transceivers used by members on a “private” frequency band ostensibly to use for managing fleet operations etc. for private companies
