She was holding a locking primary acess door open for her dog when a person she didn't know forced his way past her and refused to show his key or fob to open that door.

He also said that someone buzzed him in.

Tailgating is a common ploy used by criminals to get into limited access buildings.

I'm sure there is a clause in her agreement that forbids a tenant from letting in anyone that is not a tenant or vouched for by a tenant.
