Is it possible those referals were made to send them to the SD of NY to die? And keep them out of the hands of a US Attorney who might actually prosecute? Not saying this is the case, it just was my first thought when I read that Mueller had made referrals of democrats for the first time.

Flynn would not have sacrificed himself to have his info go nowhere. That would have been thought out very carefully beforehand, I am sure.

I don’t know exactly. However, Mueller’s job has been in the past to “launder” derpers. Say something comes up that makes the headlines. In order to avoid going deeper, a deal is struck for some lesser plea, no exposure of the deeper problem - similar to what Comey did for HRC, only less obvious.

So yes, he could have referred stuff involving Dems to a location where the person there would do the laundering. In fact a “process crime” could be a great way to launder something.
