Guys like to flirt with attractive women. It's part of our nature. It's what makes companies want to put attractive women in customer-facing jobs.
If having attractive women results in complaints about male attention, it will result in companies deciding to not hire attractive women. This creates an incentive for unattractive women to increase their market value by making a big deal about harassment.
Note that I am not excusing nor condoning men who perform actual illegal acts against women.
I saw a sign at Surigao airport, Philippines, advertising openings for flight attendants. It gave acceptable age, height, and weight ranges, and asked for a pleasant personality, good complexion, and a nice set of teeth.
