10 Act or prior Acts are available for the construction of pe-

15 (3) within La Lomita Historical park;
16 ( 4) within the National Butterfly Center; or

Only specific cities & census designated places that need negotiations with local officials.
The negotiations are only for walls to be constructed within the city limits.
