My husband and I have a trip planned to Italy the first week of April. I bought travel insurance, only to find out that they are not covering pandemics. Luftansa will not refund me or give me a credit, even though we are flying into Florence. There is no way we are going on this trip, and it burns me that in a situation like this the airlines hold all the cards. My only hope is Florence gets quarantined, that is the only way to get my money back. If I had made the reservation to fly into Venice, Luftansa would have refunded me.

Legally the airline may be covered, but if they believe you will make a big PR stink they will cave.
All you have to find the names and addresses of the members of the Board of Directors and the top executives, and then pick several major media presidents of your choice.
Send them all a snail mail letter. Accuse them of risking a pandemic with their policy—and demand a refund. (Another trick, use large fonts—not caps, just large fonts—to convince them you are a little weird.)
If you are nasty enough and they think you are crazy enough, you win!
