From what I could tell, the article was quoting random people on Twitter who were connecting the current COVID-19 to the 4 horsemen. The only "Bible scholar" mentioned was Fred Dattolo, who wrote a 2005 article in the Trumpet:

"In 2005, Bible scholar Fred Dattolo published an article in ‘The Trumpet’ where he claimed “the galloping hoofbeats of the four horses are getting ever louder and closer,” stating that a future pandemic was all that was needed to set free the final Horseman, who would spread a disease to a quarter of the world."

I don't know how much of a Bible scholar he is, but his quote points to a pandemic in the future (not necessarily COVID-19).
