Adams was a one-term President from before there were term limits. The year after he lost his reelection for a second term, Adams ran for and won a seat in the House of Representatives. He served in the House for three terms post-Presidency.
What would happen of Barack Obama decided to run again for the Senate? He would win in a landslide.
Based on this, here is my latest conspiracy theory:
This gets Obama and his team back into government in the most powerful way available to him, as the most powerful Democrat to oppose President Trump going into the 2020 election. It would be too late to put Obama on the 2020 ballot to officially fill out Duckworth's term, and would keep him in the seat until at least a 2021 special election can be held.
