I haven’t had this much fun with math since high school.
26.6% of Gwinnett is under the age of 18 (249,042). Number of legal adults (including those that didn’t/can’t vote) is 687,207, which would be our theoretic maximum amount of ballots, at a 100% registration/participation.

So my very final question is thus: How in the world were there not only 230,369 MORE BALLOTS than registered voters, but 124,628 MORE BALLOTS than there are adults in Gwinnett County?

Sounds just like Wayne County, MI - more registrations than possible legal voters, by about 94,000 (assuming that all adults are also US citizens, which is manifestly untrue).
