The smartest thing Saddam Hussein did was to STOP fighting a conventional war against the US military.
The US military is quite aware of asymmetric warfare and how to deal with it. In fact they train for it.
As to why PanitFA is still around, I don't know. I have a few thoughts but will decline to share them.
