Seriously, in order to attract businesses to certain areas cities often make those area a special taxing district sometimes called an enterprise zone. Usually the financial incentives require a certain number of the local demographic be hired at a certain rate.

I reject the basic premise this article is pinned on.
I would tend to agree. The 7-year old was sad collateral damage, the real target was her father. The perps were in a gang, the motive is not fully described. The 12-year old was wandering the streets of Chicago at 2:30am?
So yes I think it is fair to question the parenting. The parents did not abuse the children but I think it fair to say that if the parents could have prevented these tragedies from occurring. My kids are not out at 2:30am.
