Why steal a horse, when you can steal money and buy one? Thieves were not hung, unless they murdered a victim or bystander. Don’t steal a horse or rustle cattle, and the regular folks think you are a pretty good guy. I thing Bonnie and Clyde were a bit of a leftover from those days. Until they started killing, the masses thought they were very entertaining.
