I heard that California is considering a bill that would prevent a mother from being investigated or charged if she murders her child within 2 years following its birth. If it passes in California it will soon show up in numerous other states.

There's postpartum depression and there's the much more rare postpartum psychosis. My sister in law had postpartum psychosis after both of her kids. It's scary, they can see and hear visions that they cannot differentiate from reality. In her head she heard something, I think angels, telling her really, really bad things and saw the world literally on fire, burning all around her. and to her it was all as real as the sun in the sky. She cried and prayed all day, every day and didn't talk to anyone about her inner torment or what the voices were saying to her until they were able to get it under control, and even then she came back to normal but never ever speaks about what she went through.
I think this woman had the same thing. They'll get it under control and then she will live in the hell of knowing what she did. It's awful, all of it.

I read that too. Multiple strong meds for psyche disorders.
Usually, the only way that would happen is if somebody was receiving prescriptions from more than one provider of care, or doctor. No real doctor would prescribe all those at once without being aware of the high liklihood of counterindications, or bad side effects from the overlapping effects of meds.

No. This poor woman will punish herself as long as she lives.
I had post partum depression after the birth of my second child.
Apparently, it was a mild case because I only wanted to fling myself down some stairs and break a leg.
I had no family around to help but I did get medication and pulled out of it in about 3 months.
I would have liked to have had at least one more child, but fear of the same thing happening was a major deterrent.
