Carbs are needed to ensure that muscles have energy and to transport water to the muscles. It is only needed moderately otherwise.
I wouldn’t recommend an all meat diet, because you could hurt your kidneys.

Of course, the question is, in what quantity, when, how often, etc.
One suspects the true carbohydrate requirements are a small fraction of what average Americans consume.
Your body can produce carbs from the food you eat.
You have a choice, you can either eat a lot of carbs, or you can eat a lot of fat. You cannot eat both, and that’s what gets people into trouble.
So yes, a plant-based diet that is low-fat can be healthy, provided you make sure you get the essential amino acids.
