Yes, that is the key difference.

Biden (or more accurately, the cabal that is really running the country) is bringing them in in order to increase their political power over the rest of us.

Even if they don't vote, they will be counted in our census data, giving more congressional seats to blue areas. However, I feel that the Democrats will find a way to get their votes counted nonetheless. It's not as if the Republicans will try to stop them.
